Bank of England Governor Andrew Bailey has raised concerns about the potential dangers posed by advanced artificial intelligence systems to the global financial system. In a communication addressed to G20 finance ministers and central bank governors, Bailey highlighted the risks associated with AI models that are becoming increasingly autonomous and adept at complex problem-solving, cautioning that these technologies could precipitate significant economic challenges worldwide.
Bailey’s letter pointed out the threat of cyberattacks that could be facilitated or intensified by sophisticated AI systems, which may rapidly propagate across nations and disrupt tightly interconnected financial markets. As the chair of the Financial Stability Board, Bailey emphasized that many countries currently lack the necessary protocols to effectively manage the development and deployment of these advanced AI technologies, urging for enhanced international collaboration to ensure their safe integration and application.
Identifying cyber risk as a pressing issue, Bailey warned that AI could drastically increase the velocity, magnitude, and financial impact of cyber threats. He noted that the heavy dependence on concentrated technology and third-party service providers might heighten the risk of widespread systemic disruption. The potential for AI to exacerbate these vulnerabilities underscores the need for robust strategies to safeguard the financial system.
Further, Bailey expressed concern over high asset valuations and rising leverage within bond and equity markets, which could compound the effects of a significant financial shock. He remarked that the strong investor enthusiasm surrounding AI heightens the susceptibility of markets to abrupt corrections if expectations shift. This scenario could lead to a pronounced vulnerability across financial systems.
To mitigate these risks, Bailey called upon financial authorities worldwide to undertake coordinated efforts in managing AI-related threats. He advocated for measures to bolster the resilience of the global financial system, underscoring the importance of preparedness in facing the challenges posed by the rapid advancement of artificial intelligence.
